虚拟国际规范档移交OCLC

虚拟国际规范档（VIAF）是一个由美国国会图书馆LC、德国国家图书馆DNB和OCLC共同发起，法国国家图书馆BnF其后加入，目前有数十家机构贡献数据的名称规范服务。作为OCLC研究部的一个原型项目，一直由OCLC负责维护。4月4日的消息，VIAF现移交给OCLC，成为OCLC服务的一部分。
想到OCLC的WorldCat数据使用政策去年底令瑞典国家图书馆终止加入WorldCat谈判（2011年12月22日），不免特别关注VIAF成为OCLC服务后，会不会对其数据的使用有什么负面影响？

在OCLC研究部的新闻中（VIAF (Virtual International Authority File) Transitions from OCLC Research Prototype to OCLC Service, 4 April 2012）只是说“OCLC将继续让VIAF公开获取”。仅仅open还是不够的。
再看OCLC的新闻（Virtual International Authority File service transitions to OCLC; contributing institutions continue to shape direction through VIAF Council, 4 April 2012），看到法国国家图书馆BnF总裁说：“新协议确定VIAF数据的免费重用，包括遵守ODC-By协议的商业数据重用。”这Free才比较令人放心，应该不会阻碍未来数据的流动。

VIAF历史：
· 1998年4月，LC、DNB、OCLC开始项目
· 2003年8月6日（IFLA柏林年会期间），LC、DNB、OCLC签署协议，成立VIAF联盟(VIAF Consortium)
· 2007年10月5日，BnF加入VIAF联盟协议生效
· LC、DNB、BnF、OCLC成为联盟负责人(Principals)，提供规范和书目数据的其他机构以贡献者(Contributors)身份加入联盟
· 2010年负责人开始为VIAF讨论适当的长期组织安排。在考虑了多种可能性之后，负责人和贡献者同意将VIAF移交成为一项OCLC服务。2011年移交细节经讨论后得到同意。

欢迎开放。协议方面，关注BY。格式方面，特别希望放弃RDF，改用更简易、更适合消费的JSON。

LC/NACO规范记录RDA更新方案

RDA部分更改了AACR2的检索点规则，这导致根据两者所制作的规范标目（优先检索点）会有不一致。在RDA投入使用前，必须更新规范库中的这些记录。
合作编目项目（PCC）将RDA实施日称为Day 1（切换日，目前尚未确定时间），为此成立了“AACR2与RDA可接受标目分类工作组”（PCC Task Group on AACR2 & RDA Acceptable Headings Categories），负责对当前规范文档中的标目分类，并提出相应的处理方法。又成立“可接受标目实施工作组”（PCC Acceptable Headings Implementation Task Group），负责准备实施转换方案。日前转换实施草案与涉及某些字段细节的讨论稿已在工作组网站上发布。

LC/NACO规范档的RDA分阶段转换

在规范档中，实际上还有前AACR2记录，此次转换也是一次规范档的清理。
分成三个阶段的实施过程很细致也很琐碎，主要根据MARC字段的特征做批量更新。从文件最后部分可以间接看出RDA在检索点规则上的主要变化（缩写改全称、取消拉丁文）：

手工改变：
转换缩写：Dept.为Department；arr.为arranged
转换日期缩写：cent.为century；月份
转换日期相关：ca.改用approximately；fl.改用active；b.改用born；d.改用died
转换文选：Selections改用Works
转换圣经：O.T.改用Old Testament，N.T.改用New Testament
转换古兰经：Koran改用Qur’ān
转换术语：大提琴violoncello改用cello

无法更新的：

虚拟国际规范档XML格式

虚拟国际规范档(VIAF)已由美国国会图书馆、法国国家图书馆、德国国家图书馆和OCLC共同建设多年，网站近日更新，才发现参加国多了瑞典，据称还有多个国家要参与。目前有780万条记录，合并自920万记录，这些合并处理，主要由OCLC承担。
目前页面有作品封面显示，看上去比较有亲和力。据OCLC首席科学家Thomas Hickey介绍，此次更新，是对SRU查询返回的XML数据，以XLS转换，可以显示为MARC 21格式和UNIMARC格式。据称在不久的将来，还会有linked data显示。
